I NEED WATER LEVEL CHANGER MOD FOR SR3

can anyone make a mod or something i can use to change the water level to however high i want? iv only seen it for gta and i thought it would be cool for sr3 so can any1 make 1 and let me know of it please?
 
As far as I know it's impossible, besides SR3 is still not GTA, so don't expect GTA mods to be possible in SR3.
