I was wondering if a mod could be created that allowed the player to use objects in the environment as weapons such as trash bins, fire hydrants, etc. This feature was included in Saints Row 2 and it was called Improvised weapons, I think it would be possible as I noticed brutes and Oleg can use random objects as weapons by throwing them. Also in the Murderbrawl mission the audience threw random objects to use as weapons which also seems to make it seem possible.

Mod for "improvised weapons" in SR3 is impossible for now. Maybe when IdolNinja find a way to add Brute attacks. 
Something like "improvised weapons" are "temporary weapons" (Mini-gun, Flamethrower, GL20, Shield, STAG Shield, Stock hammer), weapons from "Murderbrawl XXXI" (Shark, Blowup doll, Special Penetrator, Urinal, Cricket bat) and Camera from "Gangstas in Space" DLC. But you can not add any of that weapons to lay in open world (you can use weapons from "Murderbrawl XXXI" and Camera from GiS by making cheats for them but it is a thing for another topic ).
