Increase Spawn Limit or Re-Balancing Spawns

Is there a mod that could control spawn limit? Yeah like a balanced number of Civilians/Gang Members/The Cops or even STAG? I would really like to have a Lively Steelport ~! And also Increase the number of vehicles or control their spawn limit ?
