I am new to modding and wondered how to install a texture mod for Saint Row: The Third on PC. The files end in .str2_pc.

Put them in your SRTT folder where the game exe is. This will be wherever you installed Steam:
..\Steam\steamapps\common\saints row the third\
Also, 99% of most mod releases work this way. There are a few exceptions that need certain files in /cache, but those files will almost always have a vpp_pc extension if that's where they need to go and have specific install instructions with them stating that.
