There's one that accomplishes that already, Koru's Iron Saint from the beginning mod: https://www.saintsrowmods.com/forum/threads/iron-saint-from-the-beginning.3969/. Per the OP in his thread, you can get the blaster from Friendly Fire for free, right from the beginning (as well as the Iron Patriot itself, of course, but the blaster can be used without the suit itself).
