Is it possible to make Clusters rarer, and more valuable?

Pretty self explanatory. I enjoy driving in SRIV, but it makes me feel like I'm wasting my time when I'm driving down a street and there's, like, 20 clusters on the roofs of one-story houses I can't reach in my car. At the same time, for the sake of the story it annoys me that Kinzie describes them as something notable in the simulation while they're ALL OVER THE PLACE.

Perhaps divide up all of the clusters into groups of five and place them on top of the Zin towers you climb?

Ah, once you get the Collectible finder from the Matt quest, hit your map, choose collectibles, go around grab em all and jump back in your car no more nodes on 1 story rooves You'll get a tonne of challenge completions, and probably addicted to the superpowers at the same time

That said just had a quick hunt for anything to do with adding challenges to saints row IV, possinly bringing back the saints row the third driving challenges and came up blank. That could be interesting.
