Making your own mod?

Does anyone know how to make your own mods? Like if I want to make a mod to make my person jump really high or hit really hard, Is there any GOOD programs to do this?
Basically I'm wondering
1. What programs to get to make my own mod
2. How to use the program
3. How to actually make my own mod.

There is no way to edit jump height yet that we know of. The Guides and Tutorials subforum has a sticky on how to use the tools and get started. That's your best place to start.
