"<Character>" in the Hitman file actually refers to the specified Preset file, which then refers to a Character file.
Unless I'm missing something, this method will work with some NPCs but not all of them. For instance Anna and Donnie won't work
but NPCs like the pimp, the streaker of the judge work just fine.

I wonder if it's because of "<StreamCategory>Non Ambiently Spawnable</StreamCategory>" in their Design files ("npc_name_des.xtbl").
 
You were right changing that entry fixed the problem at least for Anna.
I will say though that when Anna spawned I got quite a surprise. (I haven't altered her npc at all. I'm guessing
this was something Mike was working on.)
