Modifying mission-critical NPCs/vehicles/helicopters?

I am completely and utterly stuck trying to finish The Ho Boat. I've tried numerous times but the rocket launcher and my own helicopter are so slow that I simply can't finish it.

Is there a way to boost Pierce's helicopter's hit points so I can get past that mission (and, more generally, what xtbl would I look in to play around with similar values)?

Did you upgrade your rocket launcher?

That mission is almost impossible to fail unless you are just incapable of hitting the morningstar.
Unless, you are running some sort of mods.
Are you using any kind of realism mod?
 
Nope, no realism mod. I did have the rocket launcher at level 2 and have now upgraded it to 4, but "all" that does is more damage? The problem I'm seeing is that both the chopper I'm in and the launcher are reacting extremely slowly, causing the first boats to be able to hit Pierce's chopper several seconds before I can even start firing at them. Then, at around 25% health (and always at pretty much the same place, where I need to take out the rooftop attackers), the chopper goes down and the mission fails.
 
Upgrade 4 lets you guide the missiles to their target.
I've never seen the issues you've described with them hitting the chopper like that.
 
Guiding worked at level 2, too, but the increased damage from 4 helped me barely make it now. Thanks for your help!

(I guess that means you can't fix it in the tables?)
 
No, I'm way above specs. I'm afraid I also can't seem to find video, and manually upgrading the rocket launcher to level 4 means I have no older save to go back to and try again. Apparently the game was supposed to give me a level 4 launcher but it would appear it gave me a level 2 one.

Sorry I can't be more help here, but it seems I was the only one affected at all. I did read about a different glitch with specific cheats where the helicopter never takes off, but that wasn't this.
