More enterable buildings mod

Hey everyone, I felt a lack of actual "open world" gameplay in SR3, so I thought I (or someone else) could make a mod that makes all properties (the orange buildings that you can purchase, not all buildings) able to enter. They would have people and the style of the inside would be according to the actual name of the property. I just need to know how I would be able to go and edit the buildings and scripts yada yada. Would this even be possible considering they didn't give any dev kit or modding tools? Thanks for any help :D

That's not something that can happen until we have modeling tools, as well as being able to edit world geometry.

I don't think we're anywhere near being close, but I have been surprised before by unexpected rapid progress.
