Oleg is my favorite homie, but for some reason he can't climb into any vehicle besides the Criminal. I've tested this with quite a few different trucks and SUVs, anything but a Criminal and he'll just keep walking into you and bumping your vehicle around, but he won't climb in.
This doesn't make much sense, so I'm hoping that it's possible to flag other open-backed vehicles to allow him to climb onto them. I really wanna cart Oleg around in a Compensator.
