I think it would be pretty fun to have Mr. Toots from Red Faction: Armageddon in the game, and I think it could replace the TF2 Rainblower flamethrower skin since it already, well, blows rainbows.

it could but it would not be sitting on your sholder unless animations are changed to rpg animation files.
