That's... an interesting way of posting an image. Anyway, it looks to me like you put the files into a subfolder of some kind, because I don't see the normal contents of the SR3 folder. Re-read the installation instructions and try again.
Like i said, i downloaded a lot of mods, most of the normal contents are over written or they are scattered in the folder. Anyways, SR3 only have 1 folder, C:\Program Files (x86)\Steam\SteamApps\common\Saints Row the Third\packfiles\pc\cache
You need to back up 3 levels to "Saints Row the Third". That's where mod files go. The only exception is Gentlemen of Steelport, which creates two vpp files that go in there, and ... I want to say there's one that comes with preload_anims.vpp_pc or something.
