I am trying to change this in the unlockables.xtbl but everytime time I change something it just removes it from the game. I want it to be available by default so you dont need to unlock it. I am guessing that because this ability is tied to a challenge that I will need to edit the challenge as well?

Use unlockitall cheat, or if that doesn't work, simply complete the challenge.
