well im a new modder. i like to become a programmer. i was trying to mod sr4 and was wandering if there is any tool that i can change values on the fly. for example. i was doing some fov mods with the camera_free.xtbl and was woring if there is any too that i can change values on the fly or somehow reload the file while the game is running. its kinda frustrating to restart the game few times. and im a new modder. im just planning for my future to become a software engineer or programmer for video games or such and i would like to have some experiences with modding as well. can anyone help?

Such a tool doesn't exist. The game is designed to only load XTBL files at startup. There is no way to force it to reload in the middle of execution.
