SPOILERS need tool open the file string , le_string and asm_pc

hello everyone , I was self-taught programmer and mod Saints Row 4 briefly . So my understanding is not high . I do not know what the software can open files string , le_string and asm_pc . It must ron on windows 10.Please help me.
If I misspelled ignored because I am Asian and my english is not good

I 'm learning about Saints Row 4 mod , but I do not have the tools to open the files .string , .le_string and asm_pc . So I can not mod. I tested ThomasJepp SaintsRow - rev81 , but i can not open ThomasJepp.SaintsRow.ExtractStrings.exe . When I opened it , nothing appears. So I wrote here
My main purpose is self mod Saints Row 4

well, i cant merge 2 mod for asm.pc files anyway
