New Game plus (restart game with all money, perks, clothes, cars, etc)

I am not familiar with the process of modding in SR3 but I do know that it is at this point quite limited. Although I would still like to request if possible a new game plus mod where when you finish the game you can restart with all the current perks, cash, clothes, vehicles and character that you have. My apologies of this game has already been created, if so then you could you please just link me to it. Thanks
 
No such mod exists, and for good reason. The city is a linear progression and certain upgrades and zones have serious conflicts with missions. What I would suggest is using a combination of Sandbox+, mission replay, and the save editor. Sandbox+ will allow you to swap zones in an out in realtime while in-game (zombies, cribs, stag taken over, etc) and the save editor will allow you to give back territory to gangs so they spawn again. Mission Replay is included with the Gentlemen of Steelport compilation.
