I believe cutscenes are "locked" at 30 fps. Since nothing but a "movie" is playing, without additional AI spawning or extra checks to see what your character is doing, the lock seems to play at "normal" speed...the game engine is locking the FPS and play because there is no input from end user or AI and adjustments are not needed on the fly by the game render.
If you have nVidia or AMD discrete graphics card, you can limit FPS to say...30...and VSync (forced) to help keep play speed "normal". AFAIK, there are no adjustments available to the end user that "locks" play speed and FPS for SRIV, ie rock steady 30 FPS. Not sure if there's any software for IntelHD though, might be able to use RivaTuner.
