One Handed Pistol and SMG

Do you mean a mod to disable the dual wielding upgrades? If so, extract this to your SR4 root folder and it should remove the upgrades. If you currently have a dual wielded smg or pistol in your weapon wheel, you will need to go to your weapon cache and switch to another weapon for it to take effect.
If you ever want to get the upgrades again, delete this file and next time you run the game you should be able to purchase them again.
If you have other mods that use the unlockables.xbtl file, temporarily move the unlockables.xbtl file you already have to another location, put this one in the folder, run the game, save the game, exit, delete this file and put the original one back.
