Open Co-Op missions to Single play w/an NPC

Would it even be possible to do something like that? I have satellite internet. And because of that, any co-op or MP type games cannot be played. So would it be possible to open the Co-Op missions that are there in just the normal campaign side of things, modded so that you could play them with say one of your 'Homies' instead?

I just hate paying for features in a game that I cannot ever use. And I'm only looking for this for the normal single player campaigns...I'm not looking for something to completely change ALL of the Co-Op features.

OK, bad choice of wording on my part. Are they deathmatches pitting the 2 players against one another? Or is it something where the 2 of you go into these 'matches' and shoot a bunch of 'bad guys'? (IE-Tag Teaming)

It's you vs your coop partner. One of the modes gives you a random super power and you attack each other. Nothing special and just happens in the city wherever you start it. The other deathmatch mode is called cat and mouse where one person has a powerful vehicle and the other has a fast tiny one. i.e. a VTOL vs an ATV. The tiny car earns points for hitting checkpoints while the powerful vehicle tries to blow it up.

Yeah, I figured they weren't anything fabulous. Just kinda sucks having no way of being able to 'win' those Steam Achievements though.
