Open console?

I am looking for a way to enable noclip (Walk into walls, fly etc.) in SR2. I found a way to do it, apparently you need to hit the ~ key, and paste/type a command. However, when I hit the ~ key, nothing happens.

An anti cheat file, and how to use it would also be appriciated if no other way exists to enable the "console."

SR2 does not have a console. It was removed from the build before final submission like all the other Saints Row games.
