Possible return of Sandbox+ or Mission Replay?

If it was possible with the current tools & resources, could a Mission Replay
mod be done, or even a Sandbox+ like IdolNinja aka "The Boss" did for SRTT & SR2?

I only wish I had the programming & scripting skills
like me younger bro, since he mainly play about with ARMA III's
alpha prototype for his CL3 online RP mod.
