Powertools slows down my PC too much

Hello again. I'm trying to play SR2 on Windows 10 and it still runs too fast, so I decided to use the beta version of Powertools to see if it can fix the game's speed to whatever it should be. However, after running the Powertools installer and running the game, it runs really slow!

I have attached my Powertools.log and system-info.txt to this post so you could check it out.

I don't know if Powertools works on Windows 10 and I'm on Windows 10 and the game runs fine. Also, Powertools only works on the Steam version.
 
So did you do the stopwatch test? The automatic version of Powertools has never managed to detect the correct percentage for me on any PC I've tried it on.
 
So I'm not the only one who has problems with the automatic version. I've ran a few stopwatch tests and I've found that a value of 0.88 is the perfect one for my PC.
