Problems Installing Mods

Can someone help me i try to install mods but they dont work in game i dont know if i need some program?
I know were to put the mods(saintsRow4>PackFiles), i also have WinRar.
Can someone help me I would be very grateful
(i have the steam version of SR IV)

You don't put the mods into the packfiles folder, you simply put them into the Saints Row IV folder.

The method of installation is explained in the readme file for every single mod on the site (except maybe one). If you notice one that doesn't include a readme with instructions, please report it so we can address it.

Thank you mate it works for me i saw several videos probably should read the "readme file".
