Quick change button?

Maybe something simply along the lines of editing an .ini to have shortcut buttons that change your players outfit to something preset right away.

Or do you mean in-game without visiting a store/gateway?
I believe that this is what they're looking for. To be able to set up maybe 2 different outfits, and change between them with a key/button press without having to visit a clothing store.

Needless to say, it's extremely unlikely that this will be doable without the SDK.

Great, thanks for the info.

We don't need the SDK to do that.

That feature already is inside Sandbox+.
Sandbox+ will be released for SR:IV soon.
E (action/use) - Special Commands

E + INSERT = Cycle through special mission outfits
E + HOME = Cycle through male outfits
E + PGUP = Cycle through female outfits

^ I never used that feature for SB+ when I had it. When you say it cycles through outfits, are you talking about your saved outfits, or a predefined set of outfits in the game?

I only ever used the special mission outfits section.

I think the male/female outfit cycles are referring to the pre-made suits/outfits you see in shops and such.

Stuff like "Electro DJ" "Working Girl" as well, etc.

Yes, it's true.
