Regarding co-op and players number limit

Hey!
I am a huge Saints Row fan and I love the co-op feature on the game (probably the most fun co-op I have ever played).
The only thing I never understood is: why only 2 players? Why not adding at least 1 more player for a free roam mode?
I am console player (don't judge me, I love and started playing on PC years ago on Unreal), and If I am not mistaken Volition said once they cannot have more than 2 people because of tecnical problems (too much memory being used on creative assets for players).
Now, my question is: why not adding a preset NPC as third player (or 4th?)? I think IdolNinja suggested the same in the first preview he wrote for the upcoming game.
I really think it would be great and I know lots of people that buy that mode as DLC.

The idea of using NPC presets is only useful for getting around some memory issues. There are a lot of other things that take up memory (and bandwidth) than just the customization. And if we took those out for players 3 & 4, well they just wouldn't be able to have the same amount of fun.

There are also a few Design, production and testing issue that come from adding more players. Sometimes it was hard enough reproducing bugs found by our local QA department when it only required doing something in two games. It would be downright impossible for four players given the complexity of our open world gameplay.
