Repack conflicting XTBL files?

I read somewhere that if mods are conflicting that I should repack the XTBL files, or something? If I'm on the right track, how do I do that?
Specifically, I'm guessing the First Person mod I think is conflicting with the News Van mod to cripple the tank's guns, and the Hidden Clothing mod is conflicting with the NPC Behavior Spawns mod to prevent the Hidden Clothes from appearing in their designated locations. I even erased all saves and started a new game.

You're not even close. Repacking has absolutely zero to do with it. You would need to actually merge the two mods together using something like winmerge that allows you to copy highlighted differences from one mod file to the other.
