Doesn't seem to work for garage, although there is a tab for garage.

In the next update you will be able to for Saints Row: The Third and Remastered.

Yes, you have to replace your character, save and load your save.

This looks amazing but console modding isn't allowed here on the forums. Also, the application will not appear when I extract it, and not sure if it's actually an issue with the program itself, WinRAR, or Windows

It's hidden, make sure to show Hidden Items. I fixed the file, so it should show now.
