well i had downloaded a savegame for saints row 3 but i dont know how to put it can somebody tell me where i had to put it the file ends with

That is not a save file. A save file should have an extension of .sr3s_pc and would be located where you installed Steam:
..\steam\userdata\[some numbers]\55230\remote\
The easiest way to work with a save is to rename the file to:
sr3save_00.sr3s_pc
This 00 number is your autosave and will replace your current one when you move it to that folder above. Then just load your autosave (which is the new one) and create a new manual save for it.
