If SR2 does get the DLCs enabled for PC should it be free?

The Title is pretty explanatory
  1. Will there be a modelling SDK so we can make our own models in Saints Row 2?
  2. Also Will The Corporate Warfare, Unkut Pack and Ultor Exposed DLCs ever be released to Saints Row 2 PC Edition?)
I (and a lot of the modders here) probably want some form of closure about these two things.
