SRTT/SR2 Gangs in the simulation?

I was wondering if anyone could put the gangs from SRTT or SR2 (the newer models) back into Steelport. It should be possible, for SR4 runs on almost the same engine as SRTT. I really miss the Luchadores, Deckers, and Morningstar gangs roaming the city. :( Not asking for the brutes though, the simple gang members are enough :)
