Steelport Gangs individual wardrobe pieces

Hello, I was wondering if it was possible for somebody to create a mod that allows individual pieces of the Steelport Gangs DLC outfits to be wearable rather than whole outfits.

Is the wish of many of us, but it seems rather impossible.
