Super-Powered Pedestrians

Hi,
I was just wondering if it would be possible to give pedestrians superpowers. It would make the insane city cheat code a hell of a lot more fun, what with everyone on the street throwing hadoukens and cars at one another.
Anyway, can it be done?

well, it could be possible but there would be too much going on and it would crash your game, but it could still be done if you still want it. btw, i cant do it as im not a modder like some people

The chaos that would ensue when you fully upgrade your super sprint and run down a street..
