The ends of songs on the radio are cut off

I bought this on Steam a couple days ago and have only completed the first mission. The first time I listened to an entire song on the radio, I noticed that the last ten or twenty seconds of the song was cut off. It happens on every station and for any song I listen to. I bought some songs for the custom radio station, and those songs also end too soon. The station will go straight into another song or a DJ or a commercial. However, if I listen to the songs in the pause menu, they will play all the way through. All voices and sound effects play just fine, and there are no graphical problems or lag.

I am running Windows 8.1. Here's what I have tried so far:
- High, medium, and low graphics settings
- Playing full screen and window mode
- Playing through an hdmi cable and playing only on my computer screen
- Increasing the volume of the music
- Verifying the cache
- Reinstalling the game
- Gentlemen of the Row

There is no problem with the original menu and title music or the replacement songs that Gentlemen of the Row uses. All I can find of someone else having this problem or something similar to it are the last two posts in this topic:

Does anyone have a solution or suggestion on what to do? Thank you.

I noticed that certain audio clips have issues when the game is running slightly too fast.

No luck. The readme says not to use Powertools with Windows 8, but I figured it was worth a shot.
