Tips for improving framerate?

Well i'm loving saints row IV so far but I do have one problem with it. The game seems to stutter worse than SRTT did on my computer. At first I thought my settings were too high but I find that no matter how I adjust the graphics I still have some slowdown.

The weird thing is that most of the stuttering happens either...

A. When I first start the game. It smooths out a little over time.

B. When I drive a car. (Oddly not when I am jumping around all over the place....)

I'm starting to think this is a driver or optimization issue. If it helps I have an nvidia graphics card. I'm not at my computer at the moment so i'll have to post the rest of my specs later.
 
What are your PC specs?
How much Video and System RAM do you have?
Stutter like that is usually related to not having enough ram for the program to Cache things like textures.

How fast is your Hard Drive? putting the game on a faster drive may help reduce some of the stuttering.
If you only have 1 drive, try defragging it (Unless you're on an SSD).
