toggleable slow motion

Hi, I whant to create a mod that would let you to toggle betwen slowmotion and normal time, I think that this is posible to do because there is a slow motion cheat , only thing im asking is how to do this ?

The slow motion cheat is part of silverlink which is currently off limits to modding for now. Trying to circumvent that with another mod is not going to happen. Locking thread.
