Toggling Upgrades/Letting more gang members spawn

I've searched around the net quite a bit and I haven't found a mod that enables you to toggle the upgrades on your phone.

Same with the spawn rate of gang members, it's just not fun that there's barely any gang activity after you've taken over a hood.

I'd really love to see them in this game, and I'm sure a lot of people would agree with me.
 
It's because those upgrades are part of the character's save file and not something you could easily toggle afaik. Your best bet is to wait on Minimaul's save editor that he's working on.
 
I've made the spawn rate for Genki go super high once, maybe the same could be done for homies.
For the life of me I can't remember what files I edited though.
