Specifically, I would like to know if there are any tools for the xbox 360 version of SR2, I want to port some of the mods I made for GoTR into the 360 version of the game.

Did all you said, managed to build a file (vehicles.vpp for new cvtf's) and this is all that I got.
I don't think SR2 is moddable on 360, unless Caboose comes back from wherever he is and teaches us how to do it.
You know, since he made the popular Modders of the Row mod for the 360 version of SR2.
