SRIV Using cvtf cruncher and creating new sr2_pc files

So I'm running into a bit of a wall here, and I'm wondering if I'm to blame or if it's something else.

Basically, I'm trying to modify the color of a variant of the Taxi (the unused Decker variant) so it looks a bit more, well, Decker-ish. I've modified the xtbl files, used cvtf cruncher to create a new cvtf file, then used the SRIV Packfile Builder to make a new sr2_pc file containing the new cvtf file and the existing other files (ccar, cpeg, etc.). When I do that and try to load up a Taxi, any Taxi, it fails. Taxis will not spawn, and attempting to retrieve them from the garage makes the garage abruptly exit.

Now at first I figured I had modified something incorrectly, so I started dialing back my changes. No luck. Out of desperation I tried to compile a new cvtf from the unmodified xtbl files. Exact same issue. Taxis will not load from this newly created set of sr2_pc files. Yes, I did make sure to run Stream2Update.

At this point I figure it can be a few things: 1, I'm doing something horribly wrong in making the cvtf file; 2, Packfile Builder can't make sr2_pc files properly for this purpose; 3, the unmodified xtbl files have an error in them. I'm hoping someone here can shed light on the topic.
