Vehicle radio never triggers

So, I have this weird issue where regardless of what I've set in Gameplay options (Always/Hijack), the vehicle radio never triggers upon entry. I can manually select the station using "<" and ">", but it feels like I'm permanently locked into on-foot radio mode. Happens on a post-patch new game as well.

I'd noticed that too. Basically no one in the city is listening to the radio. At all. No passing traffic has music on.
So you jump into cars and such and it is just set to off unless you have your personal radio running.

Add me to this list, i guess. The radio setting in the gameplay section makes no difference; entering a car (hijacked or otherwise), there is no radio playing . If i start the radio while in a car, it continues while on foot.

If there's any useful information i can provide, i'm happy to, but i can't imagine what would be relevant.
