Very necessary to remove game locks that prevent using skills and takedowns with normal NPCs

From Saints row 2 until now the takedowns could be done to any npc whether it was enemy or a normal one that was on the street, in this game not only have limited it to a cooldown but can only be done against enemy npc and for some reason the skills either.
Please someone who can mod this game fix this, it ruins the free mode.
