Very unclear: when is EtD being released for PC?

It was announced that Enter The Dominatrix was being released on Oct. 22nd, so for a while I've been assuming that was the case. However now there's this: https://twitter.com/SaintsRow/status/392439763313393664

Well that seems fairly straightforward, if a teensy bit obnoxious for tossing us on the tail end of the update schedule. But, whatever.

Except a bit further down that thread, we get told that US players for XBox are getting it tomorrow at noon, and worldwide it'll be available on the 23rd. So does the 'worldwide' in the aforelinked tweet refer to a worldwide release, or to the fact that it will be AVAILABLE worldwide at that time, and US PC players may be getting it earlier?

I'm not sure what the delay is for. Console release time is up to first party and totally out of our hands, but I believe Deep Silver pushes out the PC updates themselves. I'm sure they have reasons.

It's said October 23rd for a while now. Like about 3 days ago at the bottom of the main menu it said "The first story add-on, "Enter the Dominatrix", will be released on October 23rd!"

Yes, but the tweet they originally put out said the 22nd.
