Was the VTOL a removed unlockable in SR4?

I've been wondering this for a while now and was hoping someone from Volition could clear this up. I read on the SR Wiki's unlockables page that there is text in the game for unlocking Cyrus' VTOL which I thought was a bit weird since it never appears outside of one mission and its not unlocked then.
I then realised that if you use the "unlockitall" cheat then the game adds that VTOL to your garage along side all the other unlockable vehicles which made me think that it was originally an unlock that was removed.

Can anyone confirm this and if so what exactly was the reason for removing it?
 
The VTOL is available as a vehicle in one of the Cat&Mouse co-op activities.
You can store it too.
Not sure if that helps you with what you're asking, however.
 
I honestly did not know this and this is a great bit of information for me as I love the VTOL so thank you a lot for letting me know this.

Though the question does still stand about the status of the Black Vtol/Cyrus' Vtol
