When playing SR2, I have a very weird glitch that causes my render distance to be something like a 15 ft circle around my player with nothing around it (almost like a very thick fog), and on vehicles outside of this area only the windows show up. It isn't a sphere around my character, though, and I can see further by looking down, under the fog. I've tried the Gentlemen of the Row mod, but had no luck.
