What program do I use to open the Misc_tables.vpp_pc file in the cache folder?

I'm trying to install the minigun rpg mod made by rick, but instead of getting a zip folder, I was only able to find the lines of code itself which I have to modify in the brute_minigun xtlb file. I have absolutely no idea how to edit it in the Misc_tables.vpp_pc file. my computer wont let me open it or edit it correcty. What program do I need to open and edit vpp_pc files?

Give this a try.Drop it in your main folder where the .exe sits.
Everything else is default in this so it should be cool if you have no other mods that use this file.
