Who do I ask to delete my Saintsrow.com accounts?

I'd say IdolNinja or Minimaul would be your best bets for at least getting answers on this inquiry.
 
Well.. considering Deep Silver owns the Saints Row franchise now, they are the only ones who can help you.

Did you even bother to open a support ticket with them or did you just go to the page and think "This looks hard, I don't even want to try" ?

"Unfortunately we have only limited access to the Saints Row community website. These things are not as easy as one might think, since THQ, the original publisher of the game, went out of business and left us with very little access to the former user database. There is definitely no way to delete your account. Please use the password forgotten feature and have your details resent. That's the only option there is. We sincerely apologize for the inconveniences caused."

I saw today that he was attempting to help another user with some Saintsrow.com issues and he may be able to help you if you contact him directly.
 
I can upload and download characters now.

I have a strong suspicion they deliberately waited to fix this until the Inauguration Station came out.
 
I have a strong suspicion that they busted their ass trying to get the ability to fix it so that they'd be able to do it now that Inauguration Stations is out.

You are not a unique little snowflake who was held back by them waiting to fix this. If they couldn't fix it before they just didn't have the ability to do so until now.
