Most of the Saints Row 1 music is in mp3 format. For that you would just change the mp3 files while keeping the same names. Then open radio.xtbl and music.xtbl and adjust the song times.
This will only change the mp3s. Any music that might be stored in your radio station's vpp_pc file will not change.
There are vpp_pc extraction tools out there for the xbox, but I don't know if there are any
audio tools available.
