action_play_synced_is_finished(attacker_name, victim_name)

Parameters:
attacker_name (string) name of the attacker of the synced anim
victim_name (string) name of the victim of the synced anim
 
Returns:
(boolean) true if the character has finished its current animation, else false

Description:
Check if a pair of characters have finished playing their current synced animation.
