vehicle_never_flatten_tires(vehicle_name[, never_flatten])
Parameters:
vehicle_name		(string) name of the vehicle
never_flatten		(boolean, optional) set to true to make the tires invulnerable, or false to make them vulnerable (defaults to true)
Returns:
none
Description:
Enable/disable whether a vehicle's tires can be blown out.
