Character Customization Looking for mods?

Hi I've been trying to remake this char in SR2 cuz apparently the person made it in the game but I can't seem to find the hair in the game, Are these mods? if yes can someone share them or tell me where I can find them? If they're not mods is this even SR2?

Hello let me explain this Feathery hair dlc its not exist in GotR mods... So its imposibble to mod this too.. that devil horn also located in Lets pretend Inside Roundsquare mall you can find it... For Feathery hair you need DLC corporate warfare for more unlocked items,many more needed ultor exposed,Unkut Paxk.

This one only available in PS3,Xbox 360 only As DLC item as you can see i use that haircut too and SR2 PC doesnt have dlc because Lost source code and the SR 2patch its not finished until these days.
